Mandurah councillors vote for policy to pay elders for welcome to country while other councils ditch practice

While many councils around Australia have decided to stop paying Aboriginal elders for welcome to country ceremonies, the City of Mandurah has voted to maintain and enshrine the practice via its updated policy. The change to the city’s welcome to country policy was endorsed unanimously by councillors at Tuesday’s meeting. The need to update the policy was first identified as part of the city’s Reconciliation Action Plan and through consultation with the local Aboriginal community. The review found the previous policy needed clarity on who could conduct a welcome to country, who at the city could book one, made no mention of payments, and what events should include a welcome to country. The new policy also provides clarity on where an acknowledgement of country might be suitable, who can conduct one, and how to observe cultural protocols. The policy states that paid welcome to countries should be conducted at notable, large-scale events like Crabfest, the Mandurah Arts Festival, or at events with a direct connection to Aboriginal culture like NAIDOC Week, Reconciliation Week or the launch of an artwork by an Aboriginal artist. Paid welcome to countries should also be conducted when the city opens new buildings, at citizenship ceremonies, at the launch of the city’s major strategies, and at events of national, regional or State significance, or during the openings of major public artwork. The acknowledgement of country — which anyone can perform — will be used at council meetings, at small to medium gatherings like Music in the Park, or during business breakfasts. The acknowledgement will also be used at openings of small buildings, small artworks, or at whole-of-organisation functions. There will also be a register that includes the name and contact details of traditional owners who are endorsed by the local Bindjareb community to conduct a welcome to country. Only the CEO, directors and executive managers will be allowed to book a welcome to country. The payment will depend on factors including the size of the event, time commitment and complexity of the welcome.
