Carnarvon’s civic leaders warn of vigilante behaviour as violence and antisocial behaviour soars

Peace and goodwill is in pretty short supply in Carnarvon this Christmas. As violence and antisocial behaviour soars, the Gascoyne town’s civic leaders have warned of looming vigilantism with angry residents tired of being bashed by rampaging children as young as eight and having their homes broken into. They claim the Federal and State governments have failed the town and that, to this point, an intensive family and community intervention strategy has been ignored. The strategy, proposed by the local shire and supported publicly by the State Government, urges greater punishment for those caught continually flouting the law, alongside moves to address underlying social issues. The strategy calls for a banned drinkers’ register and the shire is keen to reinstate the same type of cashless welfare card axed in October by the Federal Government to try to make families more accountable. Carnarvon shire president Eddie Smith gave sickening examples of the town’s dysfunction when he said a 13-year-old girl had recently been rushed to hospital for a breech birth and a young boy was having bowel problems because he was one of several youths selling their bodies on the streets to fuel drug habits. A local teacher’s car was last week stolen and torched, and another had previously been damaged three times in a week by rocks from slingshots. One business paid $45,000 in glass replacement bills after several break-ins in the past month. A local doctor is about to leave town after his car, being driven by his wife, recently had a concrete block thrown through its back window, showering their children with glass. Town fences were being horse-kicked by youths until they broke and police cars have been smashed while officers attend incidents. Cr Smith said he was increasingly taking calls from residents threatening to take their own lives because of the attacks. He said many houses were repeatedly being destroyed before they were ready to be inhabited. “I get a bit emotional about it because this is my home and this is my town and I just struggle with it,” Cr Smith said. “It’s not isolated to certain areas, it’s spreading across the town and a lot of people have exit strategies in place. The shire offices have been done. I’ve had equipment damaged, a dog bashed and cars and caravans broken into. “The reality now is that people are living in fear for their lives and a lot of them won’t drive into some areas because it’s just too damn dangerous. “Things were bad about 25 years ago and a vigilante group formed and we’re looking down the barrel of a vigilante group forming again. “You don’t want to put bad news out because it drags the town down, but when it reaches the stage that it’s reached now, we’ve got to alert everybody that this is what’s going on. “Carnarvon is a bloody great place, it really is, but we’re being hurt.” Shire chief executive Andrea Selvey cried during an interview with The West Australian when she recalled just a few weeks ago having a child in a group of about 10 and aged between eight and 12, eyeball her in her front yard. The group had been casing her house at 9pm and the boy told her he was going to come back and kill her 18-month-old pet puppy. “They pointed at the dog and said they would come back and kill the dog,” she said. Ms Selvey, below, said the lack of government support had left the town’s leaders feeling helpless. She claimed there was “barely a presence” of community-based government services in the town. Town leaders had told then community services minister Simone McGurk in April that police and the shire’s dedicated youth team had nowhere to take at-risk children they found on the streets. The youth team had become so traumatised and fatigued that it was struggling for members. The shire was also being forced to issue demolition notices on badly vandalised properties, leaving some law-abiding residents homeless. “I firmly believe the issues are not about Carnarvon being a dysfunctional place, it’s about a systemic failure of social policy decisions at Federal and State Government levels,” Ms Selvey said. “This is not about Carnarvon being a bad place, it’s about how our Federal Government and our State Government have failed us. They have failed the Australian community. “There are pockets of people with their issues who are causing grief for the rest of the population. We feel we have responsibility to our community, but we don’t have the legislative authority, the resources or the ability to effect any real change. And if a child under 12 cannot be held accountable, who is held accountable?” Cr Smith said the shire’s intervention strategy, which claims Carnarvon is “under siege by a rapid rise in youth crime, violence and antisocial behaviour”, had received widespread support from both Indigenous and non-Indigenous families. He accepted the strategy may be condemned as too radical, but said the community was exhausted, frustrated and fed-up with the lack of law and order, intervention, accountability and justice. He said instead of taking responsibility for offenders, some families were trying to hide them from police. “The State and Federal Governments need to put a bit of this bleeding heart stuff aside and work out how to stop all this,” he said. “We’re trying to treat the symptoms all the time and it’s not working. But our strategy will work and we need to mandate change. “People need to know there are consequences for their actions. The three things we no longer have in our society are consequences, accountability and respect.” Carnarvon parents Jason and Darlene Drury, who have two pre-teen children, said they were living in constant fear and taking turns to monitor security cameras after constant and violent break-ins. Mr Drury recently went to hospital after a burglar split his head open with a set of boltcutters he had just used to break through the chained and padlocked front fence. The family has been back living in Carnarvon, where Mr Drury went to school, for five years. “It’s been an anxious time and since I got hit, I can’t sleep at night. You just don’t know when they’re going to come back,” Mr Drury said. “It’s a big reality check.” Several other frightened residents revealed their angst on a promise of anonymity, scared of reprisals. One 53-year-old man, whose Carnarvon home of the past 22 years has been broken into nine times, said he had last year lost his $160,000-a-year mining industry job as a result of the stress and costs of fixing the destruction. He said residents were supplying police with security camera footage of offenders, as well as other crime scene evidence. But they were becoming increasingly frustrated when the perpetrators were let out on bail before offending again. It is understood one youth, who had committed more than 250 offences, was recently instructed by the court simply to “listen to his mum” more. Ms Selvey said change was needed so that Carnarvon could fulfil its potential, with nine major projects in the pipeline to boost the local economy. Ms McGurk, speaking before she was replaced as community services minister, described Carnarvon’s issues as “complex and longstanding”, promised the Government was working hard to address them along with the police and Aboriginal community-controlled organisations.
